Legislative Instruments

Documents tabled in Parliament. These determine and declare the Pharmaceutical Items and Benefits that are payable under the PBS. Legislative Instruments are registered on FRLI.

effective

The effective item is currently effective on the PBS Schedule.

supply only

A supply only item is one that may not be prescribed but can be dispensed.

date of deletion (of an item)

The "date of deletion (of an item)" is the date on which benefits are no longer payable for a PBS Item, ie. the date on which the prescribing rule becomes non-effective.

non-effective

The non-effective item is no longer effective on the PBS Schedule and may not be prescribed nor supplied.

prescribing rule

A pharmaceutical benefit is payable for the dispensing of a pharmaceutical item under certain conditions. These conditions constitute the prescribing rule for that listing.

PBS Item

PBS Item is a synonym for "prescribing rule".

new TPP is listed on an existing prescribing rule

A new TPP is listed on an existing prescribing rule where an existing or new organisation produces a TPP for the same drug, form-and-strength, pack size and other listing circumstances as other TPPs already listed on the Schedule.

old prescription

An old prescription is one that is more than one month old or relates to a prescribing rule that has been delisted but is yet to be claimed.

new prescription

A new prescription is a prescription for a drug that did not previously exist.

existing item code

An existing item code is the PBS Item Code for a prescribing rule that is effective on the Schedule (ie. has not been end dated).

Complex Authority Required (CAR) Item

An Complex Authority Required (CAR) Item is a prescribing rule where the drug name of the listed MP appears in "Part 4 Definitions" of the Highly Specialised Drugs Section 100 Legal Instrument.

DHS Complex Administration

DHS Complex Administration means that the processing of the application for an authority to prescribe the item has a high degree of complexity. These applications are handled by a specialised team within DHS. Currently this team is located in Hobart, Tasmania.

Highly Specialised Drugs (HSD).

PBS Item Code

All pharmaceutical benefits are identified by a PBS Item Code. The item code is a number followed by a single check character, for example 54321B. The numeric portion of the code is also known as the PBS Number.

PBS Number

A PBS Item Code consists of two parts: a number, the PBS Number and a single check character.

Padded PBS Item Code

In some circumstances, a PBS Item Code may be padded on the left-hand side with zeroes. This is a Padded PBS Item Code. For example, 05432X. The OID for this coding scheme is 1.2.36.1.2001.1005.22.

ready prepared

Most drugs are available in a ready prepared form. These drugs are prepared in advance and packaged for sale to consumers.

solvent

An injectable drug is sometimes supplied as a powder and must be mixed with a solvent (a.k.a. "diluent") prior to injection.

Benefit Type

The subsidisation of a drug for a patient is known as a benefit. A benefit may be paid under certain circumstances; these are known as Benefit Types. A PBS Item specifies the conditions for a subsidy; it may be an "unrestricted benefit", a "restricted benefit", a "streamlined authority benefit" or an "authority-required benefit". The benefit type is also known as the restriction level.

restriction level

The restrictions placed on the prescribing of a medicine determine its benefit type. A PBS Item may be an "unrestricted benefit", a "restricted benefit", a "streamlined authority benefit" or an "authority-required benefit". The benefit type is also known as the restriction level.

Benefit Type: unrestricted

Benefit Type: unrestricted means that the PBS imposes no constraints on the prescribing of an item.

Benefit Type: restricted

Benefit Type: restricted means that the prescriber is expected to prescribe the item in accordance with the specified restriction(s).

Benefit Type: authority required

Benefit Type: authority required means that an authority to prescribe the item must be obtained from the Department of Human Services.

Benefit Type: authority required: streamlined (self assessed)

Benefit Type: authority required: streamlined (self assessed) means that the prescriber must include the Streamlined Authority Code on the prescription.

Benefit Type: none

Benefit Type: none is used for increases to maximum prescribable or repeats. It indicates that increases for this item will not be authorised.

infusible

Drugs that are administered in an infusible form. Also includes drugs administered by bolus injection.

product listing

A product listing is an association between a prescribing rule and a TPP. It indicates that a product may be supplied and claimed against the PBS Item.

extemporaneous preparation

An extemporaneous preparation is a drug or preparation made from ingredients by a pharmacist.

A standard formula preparation is an extemporaneous preparation made according to a standard formula.

A Medicinal Product (MP) is the active ingredient (active moiety) of a drug.

SNOMED CT AU

Systemized Nomenclature of Medicine Clinical Terms - Australian Release (SNOMED CT AU).

Snomed CT ID

The Snomed CT ID is the identifier for a Snomed CT concept.

MPP

An AMT concept. A Medicinal Product Pack (MPP) groups together branded products (TPPs) of the same drug.

TPP

An AMT concept. A Trade Product Pack (TPP) is commercially available product, but without specifying packaging, ie. brand, form-and-strength and pack size. For example, "Panadol 500mg tablet, 24".

Drug Brand

Drug Brand is a synonym for TPP.

claim price

The claim price is the amount charged by the manufacturer of a product.

PEMP

The Proportional Ex-Manufacturer Price(PEMP) is the price reimbursed by the Commonwealth proportional to the pack size.

CTPP

An AMT concept. A Containered Trade Product Pack (CTPP) is commercially available product; ie. brand, form-and-strength, pack size and container. For example, "Panadol 500mg tablet, 24, blister pack".

Pharmaceutical Item

A Pharmaceutical Item is the legal definition of a listed item under the National Health Act. It represents the drug, form-and-strength and manner of administration of the item.

AEMP

The Approved Ex-Manufacturer Price (AEMP) is the amount that the Commonwealth will reimburse for the smallest pack size of a product.

pack size change

The quantity of units-of-use in a manufacturer's pack (TPP). If the pack size changes then a new TPP will be created.
