A namespace used for the PBS Terminology.

The PBS Extension namespace is used to:handle minor changes (resulting in a minor release of the PBS XML schema e.g. 3.1, 3.2, 3.3 etc) by introducing new information into the PBS XML documents as the PBS XML schema does not allow for changes directly; and,manage forward and backward compatibility.When there is a major release of the PBS XML schema e.g. 4.0, the PBS namespace will contain all current EXT elements.
