The location from which an element has been relocated. In the case of a delisted/deleted element this element indicates where the deleted element was located in the previous Schedule (the delisted/deleted element is now relocated to the previous-list section). In the case of a relocated element, this element indicates where the element was previously located. The 'change' terminology distinguishes these two cases.
